Do you know that The Yellow Ribbon Run will take runners into the very heart of Changi Prison Complex (CPC)? On 20 Jan 2010, the Singapore Prison Service (SPS) took a major step towards the realisation of its masterplan of modernising and centralising all the prisons with the opening ceremony of Cluster B, the second cluster to be built within CPC. Here's a brief history of the five Cluster B institutions before clusterisation.

Tanah Merah Prison

  • Commenced operations in 1994.

  • A purpose-built maximum security prison, located alongside Changi Women’s Prison.

  • First non-smoking prison in Singapore.

  • Accommodated prisoners sentenced to long imprisonment terms and those detained under the Criminal Law (Temporary Provisions) Act.

Queenstown Remand Prison

  • Built as a replacement for the Outram Road Gaol, Queenstown Remand Prison (QRP) commenced operations in 1966 and was a purpose-built maximum security prison.

  • QRP served as a Reception Centre for all remand prisoners. 

Sembawang DRC/Prison

  • Commenced operations in 1979; it was used to house drug addicts undergoing treatment and rehabilitation programme.

  • In 1998, it was gazetted as a prison to house recalcitrant drug addicts sentenced to imprisonment by the Court of Law.

 

Khalsa Crescent Prison

  • Commenced operations in 1974.

  • Originally used as the quarters for Sikh soldiers serving in the British Army.

  • After the closure of St John’s Island in 1974, the Centre was converted to Khalsa Crescent Drug Rehabilitation Centre (KCD), housing drug addicts that were transferred from the island.

  • Subsequently, in the mid-80s there was a massive structural upgrading and it housed second timer drug addicts.

  • In 2005, the centre was gazetted as a prison and renamed Khalsa Crescent Prison (KCP).

 

Selarang Park DRC

  • Selarang Park Drug Rehabilitation Centre (SPD) was set up utilising bungalows that once belonged to the British Forces. It became operational in 1977.

  • It housed drug addicts detained to undergo treatment and rehabilitation.

  • SPD is the largest DRC in Singapore, with a sprawling area of 26 hectares. It comprised accommodation blocks and open areas for recreational activities.

  • After the inmates were transferred to Cluster B, SPD became a Community Supervision Centre.
